I need landlord help!?

I have just recently rented a condo in Dallas through the Housing Choice Voucher program. I found this place in the local paper and the ad said no deposit no app fee. But due to the voucher amounts she had to lower the rent and put a deposit back on. That's not my problem. The problem is that before a tenant can move into a unit, the Housing Authority has to inspect it for safety reasons. I have paid my deposit and turned in my papers and now I am waiting for them to inspect it but they are back logged and taking like 2 weeks to do it. The issue is that the landlady is getting pissed about the time frame and says if they don't come by this week, I will lose my deposit and she will start showing the property again. Can she do that? I thought a deposit holds the place for you. I have already had the electricity turned on there and everything. Please do not answer if you don't know what you're talking about. Thanks!
