I rented a home to a person whose check bounced the day after move in.I've given notice to quit.what can I do

She has not changed the utilities to her name as yet. Can I turn them off or is this harrassment? Notice to quit takes 14 days, then court for a hearing, etc. Since she has not paid any rent or deposits (all moneys bounced) does she still have a lease in effect?
