I need help with a business idea on referring people to real estate agents for a fee from the agent.?

I would like to give people buying or selling the option of choosing 1 out of 3 or 4 referred agents I refer to them. But I want to obtain a fee for doing so from the agent. How can I do this and make a decent profit? Is this against RESPA at all? I love this idea but am not sure what I am getting into. HELP!
