I recently contacted my landlord to check a slow flush in the toilet that was acting like a partial clog?

One of their workers came and found that there was a clog. They needed to remove the toilet and replace the seal ring. I asked if I would be charged for this, and the workers response was no. A week later I recieved a bill for $110 for labor and the seal ring. I don't feel I am responsible for this bill.
